International Conference: “The Protection of Persons in Times of Disasters: International and European Perspectives”
Rome, 3-4 March 2016
The conference is based on the undeniable acknowledgment that natural and technological disasters are rapidly increasing in frequency and severity, thus losing their nature of exceptional events. As a consequence, it has come to be recognized that the problems posed by these phenomena are not just of a humanitarian character but concern the respect and protection of human rights in wider terms.
The conference aims at providing a comprehensive assessment of the main legal issues concerning the application of international human rights law in disaster situations and a reflection on its role in shaping the obligations of States and of other actors involved. A specific session will be devoted to the legal challenges posed by disaster-induced displacement. Speakers will include distinguished academics, including former UN Special Representative for the Protection of IDPs Walter Kaelin, and practitioners.
