“The Protection of Civilian Population in Warfare – The Role of Humanitarian Organizations and Civil Society”

The 3rd Conference on International Humanitarian Law will be held at the Scuola Ufficiali Carabineri on 27-28 October 2017. The Conference entitled “The protection of civilian population in warfare – The role of Humanitarian Organizations and Civil Society” will focus on the role that civil society at large and humanitarian organizations play in international law and international humanitarian law. After the First World War, and, to an even greater extent, at the end of the Second, the axis of international law has began to shift gradually from States to individuals. This movement has given a new role to organizations in which the civil society can congregate to promote certain goals. For example, the four Geneva Conventions recognized the role not only of the International Red Cross, but also of civil society in the humanization of conflicts. The modalities through which this contribution of civil society to International Humanitarian Law operates requires a synthetic and theoretical analysis that is still ongoing. The 3rd Conference aims at contributing to this debate through discussions on three main topics. A first panel will focus in general terms on the role of civil society in international law. The second panel will address the role of civil society in the context of IHL. The third panel will focus on some practical experience on how civil society can contribute to the humanization of conflicts. As in past editions, the Conference will be attended by top distinguished guests from international organizations, university lecturers, scholars, and lawyers. Experts, representatives of the academic world, students from Italian and foreign universities and professionals will be part of the audience.
