Governing AI in a Fragmented World Beyond Brussels, Beijing and Washington: Can the UN Bridge the Gap

PLANETARY AI PARLIAMENT—SESSION 0.1
First Global Town Hall | 4 November 2026 | Brussels & Online

Global AI governance remains fragmented. Rules are multiplying in Brussels, Washington, Beijing, Moscow, and beyond, yet cross-border accountability and enforcement remain weak, and the Global South has limited influence over the frameworks now taking shape.

Building on the inaugural UN Global Dialogue on AI Governance (Geneva, July 2026) and the Preliminary Report of the Independent International Scientific Panel on AI, the Center for United Nations Constitutional Research (CUNCR) is convening the First Global Town Hall to examine what must come next, ahead of the second Global Dialogue in New York in May 2027.

The Town Hall aims to launch a planetary movement across continents for a democratic process in which states and frontier AI companies uphold people, and the young above all, as their main interlocutors in shaping the global governance of AI. The discussion will address fragmentation, accountability, institutional oversight, and inclusive global governance.

The Town Hall includes a Youth AI Ambassadors dialogue connecting young people with experts from China, the EU, and the United States. Youth AI Ambassadors (YAIA), a youth-inspired CUNCR program, promotes youth participation in AI governance and international law.
