The Department of International Legal Political and Historic Studies (DILPHS) will host a Conference on the topic “The International Protection of Cultural Heritage: New Trends in Restitution and Return of Cultural Property” (Milan, 4-5 December 2019). The main purpose of the conference is to discuss recent issues in the field of fight against illicit traffic and new trends in the restitution and return of cultural property.
Large-scale and systematic destruction of cultural sites, illicit excavations, looting and smuggling of cultural property by armed groups, directly or indirectly connected to terrorist associations, highlight a new dimension of illicit traffic in cultural property. The present public and private international law regime does not provide fully effective protection to face these new challenges. The Conference takes stock from the existing complex normative body, including UNESCO Conventions, EU regulations, and the relevant practice resulting from court decisions and arbitral awards, as well as the most recent developments, like the adoption of the Sarr-Savoy Report, urged by French President Macron, on the restitution of cultural property to African countries, or the resolutions of the UN Security Council.
The work of the conference will be spread over two days, an afternoon on the first day and the morning of following day, and will consist in two sessions per day. Part of the speakers will be selected through this call for proposals in order to ensure the participation of young scholars and researchers.
